MARCHIONE -- read twice and ordered printed, and when printed to be committed to the Committee on Children and Families -- reported favorably from said committee, ordered to first and second report, ordered to a third reading, amended and ordered reprinted, retaining its place in the order of third reading AN ACT to amend the executive law, in relation to the creation of a study by the commissioner of the office of children and family services regarding staffing levels The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 500 of the executive law is amended by adding a new 2 subdivision 2-a to read as follows: 3 2-a. The commissioner shall conduct an annual study of facilities 4 operated by the office of children and family services. 5 (a) Such study shall include (i) the ratio of non-administrative staff 6 to residents; (ii) the total number of employees compared to the number 7 of employees who were on workers' compensation leave; (iii) the number 8 of staff involved in any reported incident involving the alleged miscon- 9 duct of a resident, including the title of such staff; and (iv) any 10 other information the commissioner deems relevant. 11 (b) Utilizing the information required by paragraph (a) of this subdi- 12 vision for each facility operated by the office of children and family 13 services, the commissioner shall submit a report to the legislature no 14 later than January first of each year. 15 § 2.
