STATE OF NEW YORK ________________________________________________________________________ 3516 2023-2024 Regular Sessions IN SENATE January 31, 2023 ___________ Introduced by Sen. FERNANDEZ -- read twice and ordered printed, and when printed to be committed to the Committee on Judiciary CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY proposing an amendment to article 17 of the constitution, in relation to preventing and mitigating adverse childhood experiences 1 Section 1. Resolved (if the Assembly concur), That article 17 of the 2 constitution be amended by adding a new section 8 to read as follows: 3 § 8. The prevention and mitigation of adverse childhood experiences is 4 a public concern and shall be addressed by the state and by such of its 5 subdivisions, and in such manner and by such means, as the legislature 6 may from time to time determine. 7 § 2. Resolved (if the Assembly concur), That the foregoing amendment 8 be referred to the first regular legislative session convening after the 9 next succeeding general election of members of the assembly, and, in 10 conformity with section 1 of article 19 of the constitution, be 11 published for 3 months previous to the time of such election.
