The public service law is amended by adding a new section 2 119-d to read as follows: 3 § 119-d. Maintenance of utility poles. On or before April first, two 4 thousand twenty-four, the commission shall promulgate rules and regu- 5 lations to require, in addition to other maintenance procedures, the 6 trimming of vines on utility poles throughout the state by the utility 7 company or cable television company that owns such utility pole where 8 such vine growth is likely to disrupt safe and reliable service. 9 § 2.
