       Introduced by Sen. YOUNG -- (at request of the Legislative Commission on
         Rural  Resources)  -- read twice and ordered printed, and when printed
         to be committed to the Committee on Environmental Conservation
       AN ACT to amend the  soil  and  water  conservation  districts  law,  in
         relation to authorizing a public information and education program for
         soil and water conservation districts
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Section 9 of the soil and water conservation districts  law
    2  is amended by adding a new subdivision 16 to read as follows:
    3    (16)  TO  UNDERTAKE  AN  EXTENSIVE  PUBLIC  INFORMATION  AND EDUCATION
    4  PROGRAM TO INFORM AND INVOLVE OTHER PUBLIC AND PRIVATE ORGANIZATIONS AND
    5  GROUPS AND THE GENERAL PUBLIC IN THE COMMITMENT TO  THE  PRINCIPLES  AND
    6  PRACTICES  OF  PRESERVATION  AND  CONSERVATION  OF  THE  SOIL  AND WATER
    7  RESOURCES OF THIS STATE AND TO THE POLICIES SET FORTH IN SECTION TWO  OF
    8  THIS CHAPTER.
    9    S 2. This act shall take effect immediately.
