This act shall be known and may be cited as the "teach- 2 ers and educators aiding the communities they call home (TEACH) act". 3 § 2. Section 305 of the education law is amended by adding a new 4 subdivision 60 to read as follows: 5 60. The commissioner, in consultation with institutions of higher 6 education, shall issue guidance for school districts and boards of coop- 7 erative educational services to use to develop grow your own initiatives 8 aimed at attracting underrepresented candidates into the teaching 9 profession. Such guidance shall include but not be limited to: 10 (a) ways to recruit underrepresented candidates, including those who 11 are current teaching assistants and current students in teacher prepara- 12 tion programs; 13 (b) initiatives aimed at creating an early recruitment pipeline begin- 14 ning in secondary school; 15 (c) how to establish partnerships between school districts, communi- 16 ty-based organizations, and institutions of higher education to encour- 17 age and support underrepresented candidates to enter and remain in the 18 teaching profession; and EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. This act shall take effect on the one hundred eightieth day after 5 it shall have become a law.
