        Introduced  by  Sen.  FELDER -- read twice and ordered printed, and when
          printed to be committed to the Committee on Education
        AN ACT to amend the education law, in relation to improving  educational
          outcomes for homeless students
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. Subdivision 7 of section  3209  of  the  education  law  is
     2  renumbered  subdivision  9 and two new subdivisions 7 and 8 are added to
     3  read as follows:
     4    7. a. By January thirty-first, two thousand nineteen, and  every  odd-
     5  numbered  year thereafter, the commissioner shall submit to the governor
     6  and the legislature a report including, but not limited to:
     7    (1) the number of identified  homeless  students  enrolled  in  public
     8  schools;
     9    (2)  the  academic  performance  and  educational outcomes of homeless
    10  students, including but not limited to the following:
    11    (i) student scores on the statewide administered academic assessments;
    12    (ii) English language proficiency;
    13    (iii) dropout rates;
    14    (iv) four-year adjusted cohort graduation rate;
    15    (v) five-year adjusted cohort graduation rate;
    16    (vi) absenteeism rates;
    17    (vii) truancy rates, if available; and
    18    (viii) suspension and expulsion data.
    19    b. The data reported pursuant to paragraph a of this subdivision  must
    20  include  state  and district-level information and must be disaggregated
    21  by at least the following subgroups of students: white, black, Hispanic,
    22  American Indian/Alaskan Native, Asian, Pacific Islander/Hawaiian Native,
    23  low income, transitional  bilingual,  migrant,  special  education,  and
    24  gender.

     1    8.  The  commissioner,  in  collaboration  with experts from community
     2  organizations on  homelessness  and  homeless  education  policy,  shall
     3  develop  a  homeless  education policy on how to better provide services
     4  and support to homeless students and on how to utilize federal  title  I
     5  funding.
     6    § 2. This act shall take effect immediately.
