        AN ACT to amend the education law, in relation to improving  educational
          outcomes for homeless school age children
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. Subdivision 10 of section 3209  of  the  education  law  is
     2  renumbered  subdivision  12 and two new subdivisions 10 and 11 are added
     3  to read as follows:
     4    10. a. By January thirty-first, two thousand twenty, and  every  even-
     5  numbered  year thereafter, the commissioner shall submit to the governor
     6  and the legislature a report including, but not limited to:
     7    (1) the number of identified homeless school age children enrolled  in
     8  public schools;
     9    (2)  the  academic  performance  and  educational outcomes of homeless
    10  school age children, including but not limited to the following:
    11    (i) student scores on the statewide administered academic assessments;
    12    (ii) English language proficiency;
    13    (iii) dropout rates;
    14    (iv) four-year adjusted graduation rate;
    15    (v) five-year adjusted graduation rate;
    16    (vi) absenteeism rates;
    17    (vii) truancy rates, if available; and
    18    (viii) suspension and expulsion data.

     1    b. The data reported pursuant to paragraph a of this subdivision  must
     2  include  state  and district-level information and must be disaggregated
     3  by at least the following  subgroups  of  school  age  children:  white,
     4  black,   Hispanic,   American   Indian/Alaskan  Native,  Asian,  Pacific
     5  Islander/Hawaiian  Native,  low income, transitional bilingual, migrant,
     6  special education, and gender.
     7    11. The commissioner, in collaboration  with  experts  from  community
     8  organizations  on  homelessness  and  homeless  education  policy, shall
     9  develop a homeless education policy on how to  better  provide  services
    10  and support to homeless school age children and on how to utilize feder-
    11  al title I funding.
    12    § 2. This act shall take effect immediately.
