SERINO -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, in relation to creating a collegiate emergency medical services pilot program The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The education law is amended by adding a new article 129-C 2 to read as follows: 3 ARTICLE 129-C 4 COLLEGIATE EMERGENCY MEDICAL SERVICES PILOT PROGRAM 5 Section 6450. Collegiate emergency medical services pilot program. 6 § 6450. Collegiate emergency medical services pilot program. 1. 7 Notwithstanding the provisions of any general, special or local law to 8 the contrary, and subject to appropriation, the commissioner is hereby 9 authorized to establish a collegiate emergency medical services pilot 10 program at any qualified independent institution of higher education 11 which meets the requirements of this section, upon application by such 12 institution and within limits of amounts appropriated. 13 2. A "qualified institution" shall mean any college or university 14 chartered by the regents or incorporated by special act of the legisla- 15 ture that maintains a campus in New York; and which is located within 16 any city, town, village or fire district in which the total amount of 17 tax exempt property represents more than thirty-five percent, by value, 18 of the total amount of property in such city, town, village, or fire 19 district. 20 3. The commissioner shall establish a collegiate emergency medical 21 service pilot program for the purpose of enabling college campuses and 22 universities to construct independent emergency services to offset the 23 disproportionate impact that campuses may have on local infrastructure. 24 The program shall include, but not be limited to, the provision of basic 25 emergency medical services to students, faculty, and visitors of the EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD07691-01-9S. 1863 2 1 campus, mutual aid to local fire and emergency services, and training 2 for students of universities in emergency response. The program shall 3 coordinate with local fire and emergency services in order to ensure 4 continuity of service and appropriate provision of care. 5 4. Within amounts appropriated, the commissioner shall establish a 6 collegiate emergency medical services pilot program at a qualified 7 institution including, but not limited to, monies allocated for train- 8 ing, equipment, and administration. The commissioner shall make grants 9 of no less than sixty thousand dollars per qualified institution in the 10 first year of the operation of the program. Each qualified institution 11 shall be required to submit a report to the legislature by February 12 first, two thousand twenty, which shall include, but not be limited to, 13 documentation of participation rates, any impediments to implementation 14 encountered, steps taken to establish insurance reimbursement protocols, 15 and recommendations to ensure sustainability of the program. Such quali- 16 fied institutions shall be eligible to receive funding under this 17 section annually for up to five years. 18 5. Nothing in this section shall prohibit a qualified institution from 19 receiving non-state sources of funding to support the collegiate emer- 20 gency services pilot program. 21 § 2. This act shall take effect immediately.
