        Introduced  by  Sen.  CLEARE -- read twice and ordered printed, and when
          printed to be committed to the Committee on Housing, Construction  and
          Community Development

        AN  ACT  in  relation to directing the division of housing and community
          renewal to conduct a study on alternatives to the affordable New  York
          housing program

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. The division of housing and community renewal, in consulta-
     2  tion with any agency or organization it deems appropriate, shall conduct
     3  a study on alternative options to section 421-a of the real property tax
     4  law, constituting the affordable New York housing program.   Such  study
     5  shall  investigate  new  models  and  partnerships to provide affordable
     6  housing to residents of the state.
     7    § 2. The division of housing and community  renewal  shall  prepare  a
     8  report which shall be submitted to the governor, the temporary president
     9  of  the  senate, the speaker of the assembly, the minority leader of the
    10  senate and the minority leader of the assembly, within  one  year  after
    11  the  effective date of this act, containing findings and recommendations
    12  for potential legislative and regulatory actions to replace the afforda-
    13  ble New York housing program with a more effective solution to providing
    14  affordable housing to residents of the state.
    15    § 3. This act shall take effect immediately.
