        Introduced  by  Sen.  YOUNG  -- read twice and ordered printed, and when
          printed to be committed to the Committee on Transportation
        AN ACT to amend the vehicle and traffic law, in relation to the transfer
          of junk and salvage vehicles
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section 1. Subdivision 2 of section 429 of the vehicle and traffic law
     2  is amended by adding a new paragraph (d) to read as follows:
     3    (d)  Notwithstanding any provision of this section to the contrary, no
     4  person shall transfer, destroy or dismantle a junk or  salvage  vehicle,
     5  when  such  person  does  not  possess the certificate of title for such
     6  vehicle, until fifteen days after a statement of  acquisition  has  been
     7  submitted to the commissioner.
     8    § 2. This act shall take effect immediately.
