        HONORING  Paul  Dowen  upon  the  occasion  of his
        designation as recipient of the  J.  Walter  Juckett
        Community  Service  Award by the Adirondack Regional
        Chamber of Commerce on March 6, 2020

  WHEREAS, It is incumbent upon the people of the State of New York to
recognize  and  acknowledge  those  within  our  midst  who  have   made
significant contributions to the quality of life therein; and

  WHEREAS,  From  time  to  time,  this Legislative Body takes note of
certain extraordinary individuals  it  wishes  to  recognize  for  their
valued contributions to the success and progress of society and publicly
acknowledge their endeavors which have enhanced the basic humanity among
us all; and

  WHEREAS,  This  Legislative Body is justly proud to honor Paul Dowen
upon the occasion of his designation  as  recipient  of  the  J.  Walter
Juckett  Community  Service  Award by the Adirondack Regional Chamber of
Commerce to be celebrated at its  31st  Annual  Event  at  the  Sagamore
Resort in Bolton Landing, New York, on Friday, March 6, 2020; and

  WHEREAS,  This  prestigious  award is named after the late J. Walter
Juckett, who was a tremendous force in  his  community;  Paul  Dowen  is
truly deserving of this recognition; and

  WHEREAS,  Paul Dowen grew up in Saratoga Springs and made his way up
to the Adirondack region in 1976 attending Adirondack Community  College
(now SUNY Adirondack); and

  WHEREAS, Upon graduating from Castleton State College (now Castleton
University)  in 1980, Paul Dowen returned to Glens Falls and started his
accounting career with the CPA firm of Silverstein and Loftus; and

  WHEREAS, In 1987, Paul Dowen established his own firm and  has  been
in  partnership  with Phillip Whittemore as well as other partners since
1994; and

  WHEREAS,  His  long-standing  partnership  with  Phillip  Whittemore
merged  with  Edwards,  Williams,  McManus  &  Ricciardelli  to form the
Queensbury based firm Whittemore, Dowen & Ricciardelli in April of 2006;
and

  WHEREAS, Active in his community, Paul Dowen joined the Glens  Falls
Rotary  Club  in 1982 and has continued his membership and commitment to
the organization for almost 40 years; and

  WHEREAS, In addition, Paul Dowen has  been  involved  with  numerous
other community and charitable groups serving in various roles including
board seats, committees and volunteering his time; and

  WHEREAS,  Currently,  Paul  Dowen  serves  on  the  boards  of  SUNY
Adirondack Foundation, The  House  of  Grace  of  the  Adirondacks,  The
Adirondack Hockey Coalition and Christ Church United Methodist; and


  WHEREAS,  Rare  indeed  is  the  impressive  dedication  shown by an
individual for the benefit of others, which  Paul  Dowen  has  displayed
throughout his life; and

  WHEREAS,  It  is  the  sense of this Legislative Body that those who
enhance the well-being and vitality of their community and have shown  a
long  and  sustained  commitment to excellence certainly have earned the
recognition and applause of all the citizens of this great Empire State;
now, therefore, be it

  RESOLVED, That this Legislative Body pause in its  deliberations  to
honor  Paul  Dowen  upon the occasion of his designation as recipient of
the J.   Walter  Juckett  Community  Service  Award  by  the  Adirondack
Regional Chamber of Commerce; and be it further

  RESOLVED,  That  a  copy  of this Resolution, suitably engrossed, be
transmitted to Paul Dowen.
