        CONGRATULATING  Matthew  Dana  Palmer posthumously
        upon the occasion  of  receiving  the  distinguished
        rank   of  Eagle  Scout,  the  most  prestigious  of
        Scouting honors

  WHEREAS, Matthew Dana Palmer, through  his  diligence  and  rigorous
efforts,  achieved  Scouting's  highest and most prestigious rank, Eagle
Scout; and

  WHEREAS, The son of  Terrance  and  Margaret  Palmer,  Matthew  Dana
Palmer  was  a  member  of  Boy  Scouts  of  America  Troop  482, Floral
Park-Bellerose, New York; and

  WHEREAS, Born on June 27, 2001, Matthew Dana Palmer was  a  freshman
at The College of New Jersey where he studied Mechanical Engineering and
was a member of Sigma Pi fraternity; and

  WHEREAS,  An avid outdoorsman, Matthew Dana Palmer enjoyed scouting,
camping, fishing, hiking, snowmobiling and skiing; he loved working with
his uncle and cousins in their family-owned  business  every  chance  he
could; and

  WHEREAS,  Furthermore,  he  participated  in  the  very  first  Lego
Robotics Team in Floral Park, taking home international recognition  for
the  teams  work;  he  was  also  a  member  of  the Floral Park Indians
Basketball Team and could often be found playing  volleyball  at  Floral
Park Memorial; and

  WHEREAS,  America has achieved her greatest heights of glory through
the dedication, determination and tireless efforts  of  the  outstanding
citizens of this Nation; and

  WHEREAS,  Boy Scouts of America and its members are dedicated to the
development of character and leadership in the youth of this Nation; and

  WHEREAS, The highest achievement of leadership in  Scouting,  earned
by  approximately  five  percent of all Boy Scouts, is the distinguished
rank of Eagle Scout; and

  WHEREAS, This outstanding young man was  involved  in  Scouting  for
many  years;  he  lived  up to Scouting's ideals and attained all of the
necessary achievements, including the completion of a community  service
project, which was successfully planned, developed and executed; and

  WHEREAS, His dedication to the safety and well-being of the citizens
of  his  community  was represented through his project and demonstrated
his devotion to both community and commitment to others; and

  WHEREAS, Matthew Dana Palmer's perseverance in  rising  through  the
ranks  to  Eagle  Scout  is a strong indication of his ability to master
difficult tasks; his accomplishment made him a leader amongst his peers;
and

  WHEREAS, Although Matthew Dana Palmer's life was cut short, his many
contributions to his school, community, and all  those  around  him  has
left an indelible legacy which will long endure the passage of time; and

  WHEREAS,  In  addition  to  his parents, Matthew Dana Palmer will be
missed every day by his sisters, Claire and  Bridget,  and  an  army  of
loving aunts, uncles, cousins and friends; and

  WHEREAS,  Matthew  Dana Palmer, a young man of incredible spirit and
enthusiasm, truly brought enduring honor to his family through his  many
achievements;  his memory will remain in the hearts of all those who had
the privilege of knowing him; now, therefore, be it

  RESOLVED, That this Legislative Body pause in its deliberations,  in
recognition  of  the  significance  of  this meritorious achievement, to
congratulate and honor Matthew Dana Palmer posthumously on achieving the
rank of Eagle Scout; and be it further

  RESOLVED, That a copy of this  Resolution,  suitably  engrossed,  be
transmitted to the family of Matthew Dana Palmer.
