Senate Resolution No. 1730 BY: Senator KENNEDY RECOGNIZING March 6, 2022, as World Lymphedema Day, and paying special tribute to Dr. Joseph H. Dayan for his outstanding advocacy, education, and research contributions to the lymphatic community WHEREAS, It is the custom of this Legislative Body that the quality and character of life in the communities across New York State are reflective of the concerned and dedicated efforts of organizations and individuals committed to helping to improve the lives of others; and WHEREAS, Attendant to such concern and fully in accord with its long-standing tradition, this Legislative Body is justly proud to recognize March 6, 2022, as World Lymphedema Day, and to pay special tribute to Dr. Joseph H. Dayan for his outstanding advocacy, education, and research contributions to the lymphatic community; and WHEREAS, World Lymphedema Day is a day of collective celebration and is set aside to honor inspirational people living with lymphatic diseases, healthcare professionals, researchers, and advocates; and WHEREAS, World Lymphedema Day is also a day of action for this debilitating disease often affecting cancer survivors and those born with this disease; and WHEREAS, Up to 10 million Americans, and 250 million worldwide, live with either primary (hereditary or genetic) lymphedema or secondary (acquired) lymphedema, including many who have received treatment for cancer; and WHEREAS, A resident of New York City, Dr. Joseph H. Dayan is a world-renowned reconstructive microsurgeon and health care professional at Memorial Sloan Kettering Cancer Center who has been an inspirational advocate for lymphedema and other lymphatic disease research, education and awareness; and WHEREAS, Dr. Joseph H. Dayan has been a leader on the Board of Directors of the New York-based Lymphatic Education & Research Network (LE&RN) for 10 years; and WHEREAS, Furthermore, he has raised hundreds of thousands of dollars for lymphatic research and programs; and WHEREAS, Dr. Joseph H. Dayan conducts research on the lymphatic system to improve the outcomes of all New Yorkers living with lymphatic disease; he also trains surgeons in cutting edge microsurgical techniques to prevent lymphedema associated with cancer treatment; and WHEREAS, A true asset to society, Dr. Joseph H. Dayan volunteered his time and expertise as part of the US Steering Committee to establish standards of care for Global Centers of Excellence in the Diagnosis and Treatment of Lymphatic Diseases, and secured the designation of Network of Excellence for Memorial Sloan Kettering Cancer Center, currently the only Center of Excellence in New York; and WHEREAS, Joseph H. Dayan, MD continues to be a positive role model for all those living with lymphedema and lymphatic disease, surgeons, and researchers; and WHEREAS, It is the sense of this Legislative Body that those who enhance the wellbeing and vitality of their community and have shown a long and sustained commitment to excellence certainly have earned the recognition and applause of all the citizens of this great Empire State; now, therefore, be it RESOLVED, That this Legislative Body pause in its deliberations to recognize March 6, 2022, as World Lymphedema Day, and to pay special tribute to Dr. Joseph H. Dayan for his outstanding advocacy, education, and research contributions to the lymphatic community; and be it further RESOLVED, That copies of this Resolution, suitably engrossed, be transmitted to Dr. Joseph H. Dayan and the Lymphatic Education & Research Network.
