        MOURNING  the  death  of  Dr.  John Louis Flateau,
        distinguished citizen  and  devoted  member  of  his
        community

  WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens  of  the  State  of  New York whose lifework and civic endeavor
served to enhance the quality of life  in  their  communities  and  this
great Empire State; and

  WHEREAS,  Dr.  John  Louis  Flateau  of  Brooklyn, New York, died on
December 30, 2023, at the age of 73; and

  WHEREAS,  Dr.  John  Louis  Flateau  distinguished  himself  in  his
profession and by his sincere dedication and substantial contribution to
the welfare of his community; and

  WHEREAS,  Possessing  an  extensive educational background, Dr. John
Louis Flateau obtained several degrees from the City University  of  New
York:    Doctorate  of  Political  Science,  Public Policy, and American
Politics; Master of Philosophy in Political Science; Master of  Arts  in
Political Science and Urban Policy; and Master of Public Administration;
and

  WHEREAS, Dr. John Louis Flateau also possessed a Bachelor of Arts in
English  Literature from Washington Square College, New York University;
he held Doctoral and  Graduate  Fellowships,  scholarships,  certificate
programs, numerous honors, and publications; and

  WHEREAS,  Since  1994,  Dr.  John  Louis  Flateau was a Professor of
Public Administration and Political Science  at  Medgar  Evers  College,
City  University  of  New  York,  where  he  served  as  Vice President,
Department Chair, and Dean; he had been the Executive  Director  of  the
DuBois Bunche Center for Public Policy; and

  WHEREAS,  Active  in  politics,  Dr. John Louis Flateau was Chief of
Staff and Campaign Coordinator for New York City  Mayor  David  Dinkins,
Deputy  Secretary for Intergovernmental Relations for the New York State
Senate, Senior Vice-President and Chief Diversity Officer  for  the  New
York  State Empire State Development Corporation, and Executive Director
of the New York State Black and Puerto Rican Legislative Caucus; and

  WHEREAS, Serving his community, Dr. John Louis Flateau held numerous
positions and titles since 1968: consultant  and  advisor  in  business,
governmental,  professional,  educational,  faith-based,  community, and
non-profit arenas; and strategist and manager in path-breaking political
elections and advocacy campaigns;  a  diverse  number  of  associations,
forums,  boards, corporations, councils, and schools have benefited from
the  experience  and  talents  of  this  tireless  public  intellectual,
commentator, contributor, and author; and

  WHEREAS,  Actively  engaging  with  his fellow New Yorkers, Dr. John
Louis Flateau also fulfilled his duties of  public  service  in  several
capacities:  Member  of  the  New  York  State Legislative Task Force on

Demographic Research and Reapportionment; Commissioner of the  New  York
City  Districting Commission; Member of the Redistricting Advisory Group
for the New York City Board of Education; and  Chairman  of  the  United
States  Census  Advisory  Committee  on  the African-American Population
National Steering Committee; and

  WHEREAS, Dr. John Louis Flateau's commitment to excellence, and  his
spirit  of  humanity,  carried  over  into  all  fields  of  enterprise,
including charitable and civic endeavors; and

  WHEREAS, Dr. John Louis Flateau is survived by his  wife,  Lorraine;
sons, Marcus and Jonathan, and their families; sisters, Anne, Alice, and
Adele; and brother, Richard; and

  WHEREAS,  Armed  with a humanistic spirit and imbued with a sense of
compassion, Dr. John Louis Flateau leaves behind  a  legacy  which  will
long endure the passage of time and remain as a comforting memory to all
he served and befriended; now, therefore, be it

  RESOLVED,  That  this Legislative Body pause in its deliberations to
mourn the death of Dr. John Louis  Flateau,  distinguished  citizen  and
devoted member of his community; and be it further

  RESOLVED,  That  a  copy  of this Resolution, suitably engrossed, be
transmitted to the family of Dr. John Louis Flateau.
