STATE OF NEW YORK ________________________________________________________________________ 10866 IN ASSEMBLY May 24, 2018 ___________ Introduced by M. of A. NOLAN -- read once and referred to the Committee on Cities AN ACT to amend the economic development law, in relation to establish- ing the Sunnyside Yards district advisory workgroup; and providing for the repeal of such provisions upon expiration thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The economic development law is amended by adding a new 2 article 24 to read as follows: 3 ARTICLE 24 4 SUNNYSIDE YARDS DISTRICT ADVISORY WORKGROUP 5 Section 470. Sunnyside Yards district advisory workgroup. 6 § 470. Sunnyside Yards district advisory workgroup. 1. There is hereby 7 established the Sunnyside Yards advisory workgroup (the "workgroup") 8 which shall consist of sixteen members, four of whom shall be appointed 9 by the governor, four of whom shall be appointed by the speaker of the 10 assembly, four of whom shall be appointed by the temporary president of 11 the senate, two of whom shall be appointed by the minority leader of the 12 assembly, and two of whom shall be appointed by the minority leader of 13 the senate. All of the members of the workgroup shall be residents of, 14 or work within community boards one and two in Queens County as defined 15 by the city of New York and established pursuant to section twenty-eight 16 hundred of the New York city charter. The chair of the workgroup shall 17 be nominated by the members of the workgroup. 18 2. There is hereby established the Sunnyside Yards district. The boun- 19 daries of the Sunnyside Yards district shall be, in the county of 20 Queens, west of 43rd Street, south of Northern Boulevard and Jackson 21 Avenue, east of 21st Street, and north of 49th Avenue and Skillman 22 Avenue. 23 3. The workgroup shall undertake a review of the actions and measures 24 necessary to improve the Sunnyside Yards district as established in this 25 section that would be beneficial to community boards one and two in the 26 county of Queens. The workgroup shall review and make recommendations regarding the 2 possible uses of the Sunnyside Yards district as defined in this 3 section. Such recommendations shall include but not be limited to: 4 (a) Recommendations for new open space and parkland, and uses for such 5 open space and parkland; 6 (b) Possible uses for the area including levels of commercial, resi- 7 dential and industrial uses; 8 (c) Recommendations for improvements to existing neighborhood facili- 9 ties or new neighborhood facilities including, transportation, education 10 and all municipal services. Such recommendations shall include any 11 service provided by governmental, non-governmental or quasi-governmental 12 entities as the workgroup may determine; 13 (d) Recommendations for appropriate development and density and chang- 14 es to zoning to accomplish such development. Such recommendations may 15 include those for affordable housing which may be defined by the work- 16 group; and 17 (e) Recommendations for the retention and increase of industrial and 18 commercial uses within the district for purposes of job retention and 19 creation. 20 5. The commissioner shall provide support and resources as he or she 21 determines is appropriate for the proper functioning of the workgroup. 22 6. The Sunnyside Yards workgroup shall, by a majority vote, approve 23 and issue a final report and recommendations to the governor, the tempo- 24 rary president of the senate, the speaker of the assembly, the minority 25 leader of the senate, the minority leader of the assembly, the mayor of 26 the city of New York, and community boards one and two in the county of 27 Queens on or before December thirty-first, two thousand nineteen. 28 § 2. This act shall take effect immediately and shall expire and be 29 deemed repealed January 1, 2020.
