        AN  ACT  to  validate  certain acts of the North Syracuse central school
          district with regard to certain capital improvement projects
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  Legislative intent. The legislature hereby finds that the
     2  North Syracuse central  school  district  approved  capital  improvement
     3  projects  which  were  designated  by  the state education department as
     4  project numbers 5037-010, 0003-007,  0011-012,  7999-001,  0016-019  and
     5  0009-014. In addition, the projects were eligible for certain state aid.
     6  The  legislature further finds that due to ministerial error, a required
     7  filing for eligibility for such aid was not made by the  district  in  a
     8  timely manner making the district ineligible for certain aid. The legis-
     9  lature  further  finds  that  without  such aid, the capital improvement
    10  projects will impose an additional, unanticipated hardship  on  district
    11  taxpayers.
    12    §  2.  All  the  acts done and proceedings heretofore had and taken or
    13  caused to be had and taken by the North Syracuse central school district
    14  and by all its officers or agents relating  to  or  in  connection  with
    15  certain  final cost reports to be filed with the state education depart-
    16  ment for projects 5037-010, 0003-007, 0011-012, 7999-001,  0016-019  and
    17  0009-014,  and  all  acts incidental thereto are hereby legalized, vali-
    18  dated, ratified and confirmed, notwithstanding  any  failure  to  comply
    19  with  the  approval  and  filing  provisions of the education law or any
    20  other law or any other  statutory  authority,  rule  or  regulation,  in
    21  relation  to  any omission, error, defect, irregularity or illegality in
    22  such proceedings had and taken.
    23    § 3. The education department  is  hereby  directed  to  consider  the
    24  approved  costs of the aforementioned projects as valid and proper obli-
    25  gations of the North Syracuse central school district.
    26    § 4. This act shall take effect immediately.
