        AN  ACT  to  amend the education law, in relation to authorizing certain
          health care professionals licensed to practice in other  jurisdictions
          to practice in this state

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. The education law is amended by adding a new section 6529-a
     2  to read as follows:
     3    §  6529-a.  Licensed  to  practice  in  another  state  or  territory.
     4  Notwithstanding  any  inconsistent  provision  of law, any person who is
     5  licensed to practice as a physician in another state or  territory,  who
     6  is  in  good  standing  in such state or territory and who holds certif-
     7  ication in obstetrics or gynecology from the American board  of  obstet-
     8  rics and gynecology, may provide professional services within this state
     9  to  persons  seeking  reproductive  health  services without first being
    10  licensed pursuant to the provisions of this article. Such services shall
    11  be provided only after such person applies for a license pursuant to the
    12  provisions of this article, as may be applicable, and  such  person  may
    13  continue  providing  services  pursuant  to this section until such time
    14  that their license or certification to practice is approved  or  denied.
    15  Provided  however, this section shall not apply to persons licensed in a
    16  state or territory  determined  to  have  substandard  or  nonconforming
    17  professional licensing requirements, as determined by the commissioner.
    18    § 2. This act shall take effect immediately.
