STATE OF NEW YORK ________________________________________________________________________ 9844 IN ASSEMBLY February 14, 2018 ___________ Introduced by M. of A. VANEL -- read once and referred to the Committee on Ways and Means AN ACT establishing the New York state marketplace sales tax task force on the effects of the implementation of a New York state internet marketplace sales tax The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. 1. The department of financial services is hereby author- 2 ized to establish the New York state internet marketplace sales tax task 3 force to provide the governor and the legislature with information on 4 the potential effects of an internet marketplace sales tax in the state. 5 2. The task force shall be comprised of: 6 a. two members appointed by the governor; 7 b. two members appointed by the temporary president of the senate; 8 c. two members appointed by the speaker of the assembly; 9 d. one member appointed by the minority leader of the senate; 10 e. one member appointed by the minority leader of the assembly; and 11 f. two members appointed by the superintendent of the department of 12 financial services. 13 3. The task force shall: 14 a. examine and evaluate internet marketplaces within the state; 15 b. identify the potential effects of the implementation of a sales tax 16 on internet marketplaces; and 17 c. make recommendations to further expand sales taxes on internet 18 marketplaces within the state. 19 4. Such task force shall collaborate with state and city of New York 20 agencies including, but not limited to, the department of taxation and 21 finance and the department of finance of the city of New York. 22 5. The department of financial services shall submit a report, on or 23 before January 1, 2020, to the governor and the legislature of its find- 24 ings, conclusions and recommendations, and legislative and regulatory 25 proposals deemed necessary to implement such recommendations. 26 § 2.
