          Committee on Governmental Operations
        AN ACT to amend the state technology law and the general municipal  law,
          in relation to providing for a standard web design for the cognitively
          impaired on web pages operated by a state agency or municipality
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. Subdivisions 20 and 21 of section 103 of the state technol-
     2  ogy law are renumbered subdivisions 21 and 22, and a new subdivision  20
     3  is added to read as follows:
     4    20.  To advise and assist the state agencies in developing a mandatory
     5  web design option for persons who suffer from a disability arising  from
     6  a  cognitive  impairment,  which shall be accessible via a link from the
     7  home page of such a state agency website.
     8    § 2. The general municipal law is amended by adding a new  section  25
     9  to read as follows:
    10    § 25. Web design for the cognitively impaired. Every municipality with
    11  a  municipal  website  shall provide a web design option for persons who
    12  suffer from a disability arising  from  a  cognitive  impairment,  which
    13  shall  be  accessible  via  a  link from the home page of such municipal
    14  website.
    15    § 3. This act shall take effect immediately.
