        AN ACT to amend chapter 54 of the laws of  2023,  enacting  the  capital
          projects budget, in relation to making technical corrections thereto

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  Section 1 of chapter 54 of the laws of 2023, enacting the
     2  capital projects  budget, is amended by repealing the items  hereinbelow
     3  set  forth  in  brackets and by adding to  such  section the other items
     4  underscored in this section.

     5                    DIVISION OF CRIMINAL JUSTICE SERVICES

     6                         CAPITAL PROJECTS   2023-24

     7  SAFETY AND SECURITY PROJECTS FOR AT RISK FACILITIES (CCP)

    10    Program Improvement/Change Purpose

    11  For competitive grants to provide safety and
    12    security projects at  nonprofit  organiza-
    13    tions  or  small  business  as  defined by
    14    section 131 of  the  economic  development
    15    law  at  risk  of  hate  crimes or attacks
    16    including, but not limited to, at a facil-
    17    ity, virtually or on the internet  because
    18    of  their  ideology,  beliefs  or mission,
    19    provided that $10,000,000 be  made  avail-
    20    able   for   not-for-profit   reproductive
    21    health centers. Provided that  an  assess-
    22    ment  of  facilities  at risk may include,
    23    but not be limited to,  considerations  of

     1    the  vulnerabilities  of  the organization
     2    based on its location and membership,  and
     3    the potential consequences of a hate crime
     4    or  attack  at the facility. Recipients of
     5    such grants shall be entitled to use  such
     6    funds  to  purchase commodities, services,
     7    and   technology    through    centralized
     8    contracts  established  by  the  office of
     9    general services under section 163 of  the
    10    state  finance  law,  and  such recipients
    11    shall be deemed for  such  purpose  to  be
    12    authorized  users  within  the  meaning of
    13    paragraph k of subdivision  1  of  section
    14    163  of  the  state  finance law. All or a
    15    portion of the funds  appropriated  herein
    16    may  be  suballocated to any department or

    18    § 2. This act shall take effect immediately and  shall  be  deemed  to
    19  have been in full force and effect on and after April 1, 2023.
