       AN ACT to amend the administrative code of the  city  of  New  York,  in
         relation to tracking of liability insurance on out-of-state vehicles
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Chapter 2 of title 20 of the  administrative  code  of  the
    2  city  of  New  York  is amended by adding a new subchapter 33 to read as
    3  follows:
    4                                 SUBCHAPTER 33
    5          TRACKING OF LIABILITY INSURANCE ON OUT-OF-STATE LICENSED
    6                                  VEHICLES
    7    S 20-545 TRACKING OF  LIABILITY  INSURANCE  ON  OUT-OF-STATE  LICENSED
    8  VEHICLES. THE DEPARTMENT, AND ANY AGENT THEREOF, IS HEREBY AUTHORIZED TO
    9  INVESTIGATE  WHETHER  A VEHICLE POSSESSING AN OUT-OF-STATE LICENSE PLATE
   10  IS PROPERLY INSURED IN ACCORDANCE WITH STATE LAW AND ALL  PROVISIONS  OF
   11  THIS  CODE  RELATING  THERETO. ANY INFORMATION OBTAINED PURSUANT TO THIS
   12  SECTION MAY BE USED TO ESTABLISH  A  TRACKING  SYSTEM  FOR  OUT-OF-STATE
   13  VEHICLES WITHOUT PROPER LIABILITY INSURANCE.
   14    S  20-546  REGULATIONS.  THE  COMMISSIONER  SHALL PROMULGATE RULES AND
   15  REGULATIONS ESTABLISHING INFRACTIONS AND FINES FOR THE VIOLATION OF THIS
   16  SUBCHAPTER, AND ANY OTHER RULES AND  REGULATIONS  AS  HE  OR  SHE  DEEMS
   17  NECESSARY TO EFFECTUATE THE PURPOSES OF THIS SUBCHAPTER.
   18    S 2. This act shall take effect immediately.
