       AN  ACT to amend the executive law, in relation to requiring the display
         of the prisoner of war/missing in action flag at every public building
         at which the flag of the United States of America is displayed
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  Section 403-a of the executive law, as amended by chapter
    2  411 of the laws of 2005, is amended to read as follows:
    3    S 403-a. Display of prisoner of war and missing in  action  flag.  [1.
    4  Every  county  outside  the city of New York, city, town, and village is
    5  encouraged to display the] THE prisoner of [war and missing] WAR/MISSING
    6  in action flag [at the building housing its local  legislative  body  on
    7  all  days  on]  SHALL  BE DISPLAYED AT EVERY PUBLIC BUILDING FACILITY AT
    8  which the flag [of the United States of America] is displayed.
    9    [2. Every state police facility, including  but  not  limited  to  the
   10  headquarters,  substations,  and  training  academy,  is  encouraged  to
   11  display the prisoner of war and missing in action flag on  all  days  on
   12  which the flag of the United States of America is displayed.]
   13    S  2.  This  act shall take effect on the thirtieth day after it shall
   14  have become a law.
