LOPEZ -- read once and referred to the Commit- tee on Social Services AN ACT to provide for a feasibility study of the use of computers in social services certification or recertification THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. The commissioner of the office of temporary and disability 2 assistance, in conjunction with the human resources administration of 3 the city of New York, is hereby authorized and directed to examine, 4 study, evaluate and make recommendations concerning the feasibility of 5 the utilization of portable personal computers connected to local social 6 services offices by phone line and modem, in cities having a population 7 of one million or more, as a means of determining the certification or 8 recertification of social services applicants or recipients during 9 personal interviews at locations other than the local social services 10 offices and at times which may be at times when the local social 11 services offices are normally closed. Such feasibility study shall be 12 initiated in those local social services offices which the commissioner 13 of the office of temporary and disability assistance determines to 14 service the most economically distressed areas located in cities having 15 a population of one million or more. Such commissioner shall make a 16 preliminary report to the governor and the legislature of his or her 17 findings, conclusions and recommendations not later than January 1, 18 2010, and a final report of his or her findings, conclusions and recom- 19 mendations not later than January 1, 2011, and shall submit with his or 20 her reports such legislative proposals as he or she deems necessary to 21 implement his or her recommendations. 22 S 2.
