Bill Title: Provides that the police commissioner of any police department in a city having a population of one million or more shall not substantially alter the boundaries of police precincts, once fixed, or close, remove or relocate a police stationhouse unless at least thirty days prior to the date such action shall take effect, written notice of such action has been given to each local community board or board having jurisdiction over that part of the city directly affected by such proposed alteration, closure, removal or relocation.

        AN  ACT  to  amend the general municipal law, in relation to requiring a
          written notice,  prior  to  changing  the  level  of  police  services
          provided in cities having a population of one million or more

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1.   The legislature hereby finds  and  declares  that  police
     2  protection  is  one of the most significant and vital municipal services
     3  provided to the citizens of the state.  Any proposed action by municipal
     4  officers which threatens to alter the manner or  level  of  delivery  of
     5  police services ought to be on notice to the community since it is quite
     6  often of significant concern to the affected community.
     7    In  order to enable the community to have sufficient public discussion
     8  through the use of existing community boards and their established abil-
     9  ity to effectively notify members of the community and to conduct public
    10  hearings on the proposal, the within provisions are enacted.
    11    § 2. The general municipal law is amended  by  adding  a  new  section
    12  209-ggg to read as follows:
    13    §  209-ggg.    Reduction of police services in certain municipalities;
    14  prior notice required. Notwithstanding any inconsistent provision of any
    15  general, special or local law, or rule or regulation  to  the  contrary,
    16  the  police  commissioner  of  any  police department in cities having a
    17  population of one million or more  shall  not  substantially  alter  the
    18  boundaries  of  police precincts, once fixed, or close, remove, or relo-
    19  cate a police stationhouse unless at least  thirty  days  prior  to  the
    20  taking  effect  of  such action written notice thereof has been given to
    21  each local community board or boards having jurisdiction over that  part
    22  of  the  city  directly  affected  by  such  proposed  action or service
    23  reduction.
    24    §  3.  This act shall take effect immediately.
