       AN ACT to amend the legislative law, in relation to setting a time limit
         for bills in committee
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. The legislative law is amended by adding a new section 41-a
    2  to read as follows:
    3    S  41-A.  BILLS IN COMMITTEE FOR MULTIPLE LEGISLATIVE SESSIONS.  EVERY
    4  BILL WHICH SHALL REMAIN IN A STANDING COMMITTEE  FOR  THREE  LEGISLATIVE
    5  SESSIONS  BUT  WHICH  SHALL NOT HAVE BEEN ACTED ON BEFORE THE END OF THE
    6  THIRD LEGISLATIVE SESSION SHALL BE REMOVED FROM THE COMMITTEE AND  SHALL
    7  NOT  BE REFERRED BACK TO A STANDING COMMITTEE FOR RECONSIDERATION UNLESS
    8  SUCH BILL HAS BEEN AMENDED. ANY  AMENDMENT  TO  A  BILL  IN  A  STANDING
    9  COMMITTEE SHALL RESTART THE THREE LEGISLATIVE SESSION TIME LIMIT.
   10    S  2. This act shall take effect on the first of January next succeed-
   11  ing the date on which it shall have become  a  law;  provided,  however,
   12  that  the  senate  and  assembly  shall, by concurrent resolution, adopt
   13  rules necessary to implement this act within twenty days after such  act
   14  shall have become a law.
