       AN ACT to amend the lien law, in relation to filing of notice of lien
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Section 10 of the lien law  is  amended  by  adding  a  new
    2  subdivision 3 to read as follows:
    3    3.  A  COUNTY  CLERK  SHALL  NOT FILE OR ACCEPT FOR FILING A NOTICE OF
    4  LIEN, IF SAID LIENOR IS A CONTRACTOR, SUB-CONTRACTOR, LABORER OR MATERI-
    5  ALMAN OR OTHER PERSON DESCRIBED IN SECTION THREE OF THIS ARTICLE, UNLESS
    6  A CERTIFICATION DULY AUTHORIZING THE LIENOR  TO  CONDUCT  SUCH  BUSINESS
    7  WITHIN  THE  COUNTY  IN SUCH FORM AUTHORIZED BY THE COUNTY IS ANNEXED TO
    8  THE NOTICE OF LIEN.
    9    S 2. This act shall take effect on the first of January next  succeed-
   10  ing the date on which it shall have become a law.
