        AN ACT to amend the education law, in relation to dates of  commencement
          of membership of certain positions of school governance in the city of
          New York

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Clause (C) of subparagraph 1 of paragraph (a)  of  subdivi-
     2  sion  1 of section 2590-b of the education law, as added by a chapter of
     3  the laws of 2022 amending the education law relating  to  school  gover-
     4  nance  in the city of New York, as proposed in legislative bills numbers
     5  S. 9459 and A. 10499, is amended to read as follows:
     6    (C) Commencing on [August] January fifteenth,  two  thousand  [twenty-
     7  two]  twenty-three, the board of education shall consist of twenty-three
     8  voting members: one member to be appointed by each borough president  of
     9  the city of New York; five members, one from each borough of the city of
    10  New  York,  to be elected by community district education council presi-
    11  dents; and thirteen members to be appointed by the mayor of the city  of
    12  New  York.  The  term  of the first member elected by community district
    13  education council presidents pursuant to clause (B) of this subparagraph
    14  shall be extended and end on [August] January fourteenth,  two  thousand
    15  [twenty-two] twenty-three. On or before [July fifteenth] December first,
    16  two  thousand  twenty-two,  the  chancellor shall promulgate regulations
    17  establishing a process for community district education  council  presi-
    18  dents  to  elect members of the board, and processes for removal of such
    19  members and for the filling of such positions in the event of a vacancy.
    20  All appointed members and members elected  by  the  community  education
    21  council  presidents  pursuant  to  such regulations shall take office on
    22  [August] January fifteenth, two thousand [twenty-two]  twenty-three  and
    23  shall  serve  a  term  that ends on June thirtieth, two thousand twenty-
    24  three. Thereafter, appointed members and the members elected by communi-

     1  ty district education council presidents shall serve for a one year term
     2  commencing on July first.
     3    §  2.  This  act  shall  take  effect on the same date and in the same
     4  manner as a chapter of the laws  of  2022  amending  the  education  law
     5  relating  to  school  governance in the city of New York, as proposed in
     6  legislative bills numbers S. 9459 and A. 10499, takes  effect;  provided
     7  that  the  amendments  to  section  2590-b  of the education law made by
     8  section one of this act shall not affect the  expiration  or  repeal  of
     9  such section and shall be deemed repealed therewith.
