Bill Title: Enacts the "electronic equipment recycling act of 2009"; requires manufacturers of electronic equipment to register with and report to the department of environmental conservation; prohibits the sale of any electronic equipment from a manufacturer which is not registered with such department; requires such department to maintain and make public a list of all such registered manufacturers; requires all electronic equipment to be labelled with the name of its manufacturer; imposes a fee upon manufacturers based on the weight of electronic equipment sold each calendar year, unless it provides for the collection and recycling of such equipment pursuant to plans submitted and approved by the department of environmental conservation; requires retailers of electronic equipment to post and provide information on locations for recycling such equipment; directs the department of environmental conservation to enforce and implement such provisions; prohibits the disposal of electronic equipment; requires the deposit of all revenue derived from such provisions to be deposited into the newly created electronic equipment recycling account within the environmental protection fund which shall be expended solely for the electronic equipment recycling program.
