Summary

The purpose of this bill is to the purpose of this bill is to improve teaching and learning by implementing a statewide comprehensive evaluation system for school districts and BOCES which is designed to measure teacher and principal effectiveness based on performance, including measures of student achievement. In addition, the purpose of this bill is add to the turn around strategies available to school districts to intervene in schools identified as persistently lowest-achieving schools or schools under registration review (SUER), by authorizing contracts with an educational partnership organization to help manage the school.
