Summary

The bill would create a new category of state aid to cities, based on the amount of tax exempt property in the jurisdiction. To be eligible, cities must have at least thirty-five percent of their real property exempt from taxation and a population of less than one million and greater than forty thousand. Funds would be allocated by formula, with fifty percent distributed on the basis of population and the other fifty percent allocated by the amount of tax exempt property.
