An Senate Resolution requesting the Commissioner of Transportation to designate a current employee of the Department of Transportation as the "NextGen Liaison."
Whereas, Congress passed the "Vision 100-Century of Aviation Reauthorization Act," P.L.108-176, in 2003 which established the Next Generation Air Transportation System Joint Planning and Development Office in the Federal Aviation Administration (FAA) to manage work related to the Next Generation Air Transportation System; and
Whereas, The Next Generation Air Transportation System ("NextGen") is an umbrella term for the ongoing, wide-ranging transformation of the United States' national airspace system, representing an evolution from a ground-based system of air traffic control to a satellite-based system of air traffic management, in order to meet future demand and to avoid gridlock in the sky and at our nation's airports; and
Whereas, On January 30, 2009, the FAA released an update to its NextGen Implementation Plan that focuses on developing parallel commitments with the aviation community, and has subsequently entered into a series of industry and governmental agreements aimed at accelerating the deployment of NextGen; and
Whereas, The New Jersey Aviation Research and Technology Park is being developed on a 55-acre wooded parcel near the FAA's William J. Hughes Technical Center and the Atlantic City International Airport in Egg Harbor Township to provide a central location for partners in academia, industry, and other State and federal governmental agencies to work on NextGen under a Memorandum of Agreement, which could translate into creating at least 2,000 high-paying private industry engineering and technical jobs at the center; and
Whereas, It is appropriate and in the public interest for New Jersey's Commissioner of Transportation to designate a current employee of the Department of Transportation as the "NextGen Liaison" to serve as a central focal point for referrals of interested parties to the New Jersey Aviation Research and Technology Park and to undertake other relevant functions related to implementation of the NextGen system, as determined by the commissioner; now, therefore,
Be It Resolved by the Senate of the State of New Jersey:
1. This House requests the Commissioner of Transportation to designate a current employee of the Department of Transportation as the "NextGen Liaison" to serve as a central focal point for referrals of interested parties to the New Jersey Aviation Research and Technology Park and to undertake other relevant functions related to the implementation of the Next Generation ("NextGen") Air Transportation System, as determined by the commissioner.
2. A duly authenticated copy of this resolution, signed by the President of the Senate and attested by the Secretary thereof, shall be transmitted to the Commissioner of Transportation.
STATEMENT
This Senate resolution requests the Commissioner of Transportation to designate a current employee of the Department of Transportation as the "Next Gen Liaison" to serve as a central focal point for referrals of interested parties to the New Jersey Aviation Research and Technology Park and to undertake other relevant functions related to the Next Generation Air Transportation System. The Federal Aviation Administration (FAA) is in the process of implementing the Next Generation ("NextGen") Air Transportation System, which involves the ongoing, wide-ranging transformation of the United States' national airspace system and represents an evolution from a ground-based system of air traffic control to a satellite-based system of air traffic management. The New Jersey Aviation Research and Technology Park in Egg Harbor Township is being developed to provide a central location for partners in academia, industry, and other State and federal governmental agencies to work on NextGen under a Memorandum of Agreement. The "NextGen Liaison" would be able to provide a single focal point in State Government for parties interested in NextGen matters.
