SYNOPSIS

     Increases number of bills or resolutions that may be prefiled to 100 and permits withdrawal of certain bills and resolutions.

An Assembly Resolution increasing the number of bills or resolutions that may be prefiled to 100 and permits withdrawal of certain bills and resolutions.

 

     Be It Resolved by the General Assembly of the State of New Jersey:

 

     1.  Rule 15:3 is amended to read as follows:

     15:3. Number of Bills and Resolutions a Member May Prefile.

     No member or member-elect may prefile as first prime sponsor a total number of more than [40] 100 bills [, joint resolutions] or [concurrent] resolutions.

 

     2.  Rule 15:14 is amended to read as follows:

     15:14. Withdraw a Bill or Resolution. No Assembly bill or resolution may be withdrawn from the files of the General Assembly except by motion of the first prime sponsor or co-prime sponsors acting under Rule 15:4., made and adopted prior to the bill or resolution being moved on third reading, however, the Office of Legislative Services may withdraw from the files of the General Assembly any bill or resolution that has been prefiled but was approved by the Governor or filed with the Secretary of State in the immediate prior legislative session.

 

 

STATEMENT

 

     This resolution increases the number of bills or resolutions that a member of the General Assembly may prefile to 100.  Currently, a member of the General Assembly may not prefile more than 40 bills or resolutions.  The resolution also clarifies that a member of the General Assembly may prefile an Assembly resolution.  It is the custom of the General Assembly to allow a member to prefile an Assembly resolution and this change conforms the rules to current legislative custom.

     The resolution also permits the Office of Legislative Services to withdraw any bill or resolution that was prefiled, but approved by the Governor or filed with the Secretary of State in the prior legislative session.
