SYNOPSIS
Urges President and Congress of United States to enact S.3009, "National Guard and Reserve Entrepreneurship Support Act of 2016."

An Assembly Resolution urging the President and the Congress of the United States to enact S.3009, the "National Guard and Reserve Entrepreneurship Support Act of 2016."
Whereas, Senate Bill No. 3009 of the 114th Congress, the "National Guard and Reserve Entrepreneurship Support Act of 2016," was introduced on May 26, 2016 by Senator Jeanne Shaheen to provide greater access to certain loan programs designed to assist members of the National Guard and Reserves facing financial distress; and
Whereas, The legislation modifies the Small Business Act and the Veterans Entrepreneurship and Small Business Development Act of 1999, specifically the Military Reservists Economic Injury Disaster Loan (MREIDL) program, to extend disaster assistance to small businesses that have suffered substantial economic injury as the result of an essential employee's being ordered to active military duty, even when deployment is not during a period of military conflict; and
Whereas, The bill makes a similar modification to the Repayment Deferral for Active Duty Reservists (Repayment Deferral) program, which permits the deferment of principal and interest payments for members of the National Guard or Reserves facing financial hardship; and
Whereas, Further, the legislation establishes the "National Guard and Reserve Deployment Support and Business Training Program" to provide training, counseling, and other assistance to members of the National Guard or Reserves and their spouses, and permits the Small Business Administration to collaborate with the National Guard Bureau, State Adjutant Generals, or other public and private partners in order to facilitate the implementation of that program; and
Whereas, Importantly, the bill emphasizes greater outreach and provision of pre-deployment and other information to reservists and their spouses in establishing the "National Guard and Reserve Deployment Support and Business Training Program"; and
Whereas, New Jersey is grateful for the sacrifices that thousands of members of the National Guard and Reserves and their families have made in service to this State and this nation, and recognizes the hardship that may result from periods of deployment; now, therefore,
Be It Resolved by the General Assembly of the State of New Jersey:
1. This House urges the President
and the Congress of the United States to enact S.3009 of the 114th Congress,
the "National Guard and Reserve Entrepreneurship Support Act of 2016."
2. Copies of this resolution, as filed with the Secretary of State, shall be transmitted by the Clerk of the General Assembly to the presiding officers of the United States Congress, each of the members of the Congress elected from the State of New Jersey, and the President of the United States.
STATEMENT
This resolution urges the President and the Congress of the United States to enact Senate Bill No. 3009 of the 114th Congress, the "National Guard and Reserve Entrepreneurship Support Act of 2016."
Senate Bill No. 3009, the "National Guard and Reserve Entrepreneurship Support Act of 2016," was introduced on May 26, 2016 by Senator Jeanne Shaheen to provide greater access to certain loan programs designed to assist members of the National Guard and Reserve facing financial distress.
