SYNOPSIS

     Requires State Parole Board to submit report to Governor and Legislature regarding dispositions of cases.

An Act requiring the State Parole Board to submit a report concerning its dispositions and supplementing P.L.1979, c.441 (C.30:4-123.45 et seq.).

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  a.  No later than six months after the effective date of this act, the State Parole Board shall submit a report to the Governor and to the Legislature, pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), containing a summary of the disposition of its cases.  The first report required pursuant to this subsection shall provide a summary of dispositions for the 10 immediately preceding years, excluding any years during which the board's operations are deemed by the chairman to have been substantially impaired by the COVID-19 pandemic.  After the board's first submission of the report pursuant to the provisions of this subsection, the board shall subsequently submit the report on an annual basis.

     b.  Each report submitted by the board, pursuant to subsection a. of this section shall include disposition statistics, racial and ethnic demographic information for parolees or inmates who have been denied parole, and recommendations for improvement to the board's case management and services.  The board shall annually notify the public upon submission of the report to the Governor and the Legislature, which notification shall include a link to the report on the board's Internet website.

 

     2.  This act shall take effect immediately.

 

STATEMENT

 

     This bill requires the State Parole Board to issue an annual report to the Governor and the Legislature that contains a summary of the disposition of its cases. 

     Pursuant to this bill, the first report is to provide a summary of dispositions for the 10 immediately preceding years, excluding any years during which the board's operations are deemed by the chairman to have been substantially impaired by the COVID-19 pandemic.  After the board's first submission of the report, the board is to subsequently submit the report on an annual basis.
