SYNOPSIS
Provides for use of alternative dispute resolution to settle disagreements between State agencies concerning public works projects.

An Act concerning the use of alternative dispute resolution by State agencies under certain circumstances and supplementing Title 52 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. The Attorney General shall establish an alternative dispute resolution program that is modeled on "The New Jersey Alternative Procedure for Dispute Resolution Act," N.J.S.2A:23A-1 et seq., and shall require the use of an alternative dispute resolution proceeding under that program by State agencies whenever two or more State agencies are in disagreement in regard to any matter concerning a public works project that is causing a delay, or has the potential to cause a delay, in the timely completion of that project. A final decision shall be rendered within 90 days of the commencement of the proceeding and shall be binding on all parties. The Attorney General shall designate an Assistant Attorney General to be responsible for deciding disputes under the program.
2. This act shall take effect immediately.
STATEMENT
