STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Thirteen

AN ACT relative to the use of proceeds from the regional greenhouse gas initiative program.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Use of Auction Proceeds. Amend RSA 125-O:23, III to read as follows:

III. All remaining proceeds received by the state from the sale of allowances shall be allocated by the commission as an additional source of funding to electric distribution companies for core energy efficiency programs that are funded by SBC funds. In allocating the proceeds, the commission shall first allocate at least 15 percent of the amount of the proceeds to the low-income core energy efficiency program.

2 Effective Date. This act shall take effect January 1, 2014.

HB 630 FISCAL NOTE

AN ACT relative to the use of proceeds from the regional greenhouse gas initiative program.

FISCAL IMPACT:

The Public Utilities Commission and Department of Environmental Services states this bill, as amended by the Senate (Amendment #2013-1522s), will have an indeterminable impact on state, county, and local expenditures, and county and local revenue in FY 2014 and each year thereafter. There will be no impact on state revenue.

METHODOLOGY:

The Public Utilities Commission and Department of Environmental Services state this bill requires the Commission to allocate at least 15% of proceeds to the Energy Efficiency Fund (EEF) to the low-income Core energy efficiency program. (The EEF consists of proceeds from New Hampshire’s portion of auction revenues earned under the state’s participation in the Regional Greenhouse Gas Initiative, or RGGI.) The Commission and Department state that because the bill does not change the threshold amount of funds collected for the EEF, it has no effect on the costs of RGGI paid by ratepayers in the state and therefor has no effect on electric rates paid by state, county, and local governments. The Commission and Department state that, to the extent the EEF pays state, county, and local governments for energy efficiency upgrades through Core energy efficiency programs, those funds could be slightly reduced due to the bill’s requirement that at least 15% be allocated to low-income energy efficiency projects. Any effects on state, county, and local energy expenditures as a result of these potential reductions are indeterminable.
