AN ACT relative to the board of managers of the New Hampshire veterans’ home.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fifteen

AN ACT relative to the board of managers of the New Hampshire veterans’ home.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Board of Managers. Amend RSA 119:2 to read as follows:

119:2 Board of Managers.

I. The government of the home is vested in the board of managers of the New Hampshire veterans’ home. The board shall consist of the commanders of the veterans departments of New Hampshire ex officiis, the American Legion, the Veterans of Foreign Wars, the Disabled American Veterans, and [6] 8 citizens of the state to be appointed by the governor with the advice and consent of the council.

II. At least 5 of the appointed citizens shall have served in the armed forces of the United States in any war in which the United States has been, is, or shall be engaged, and who are, or shall be, honorably discharged or separated from the armed forces under conditions other than dishonorable. One appointee shall be a member in good standing of the department of the American Legion, one of the department of the Veterans of Foreign Wars, one of the department of the Disabled American Veterans and [2] 3, including at least one female appointee, shall be active members of recognized and chartered veterans service organizations[, with preference given to World War I veterans]. [The sixth] One appointee shall be a female member in good standing of the department of the American Legion Auxiliary, the department of the Veterans of Foreign Wars Auxiliary, the department of the Disabled American Veterans Auxiliary, or the department of the Veterans of World War I of the U.S.A., Inc. Auxiliary. [One member in good standing of the department of the Veterans of World War I of the U.S.A., Inc., may serve as a member emeritus to the board.] Two appointees, one of whom shall be male and one of whom shall be female, shall be residents of the veterans’ home.

III. The appointment of a member from an auxiliary organization shall be rotated in the order in which they are listed and each appointed member shall hold office for a 2-year term. The members of the department of the American Legion, the department of the Veterans of Foreign Wars, and the department of Disabled American Veterans shall hold office for a term of 5 years and until a successor is appointed and qualified. The [2] 3 members of recognized and chartered veterans service organizations shall hold office for staggered terms of 3 years each and until a successor is appointed.

IV. In case of any vacancy on the board an appointment shall be made in the same manner for the unexpired term.

2 New Section; Board of Managers; Meetings. Amend RSA 119 by inserting after section 3 the following new section:

119:3-a Meetings of the Board. The board of managers shall meet quarterly and when called to meet by the chairman of the board. All meeting times and venues shall be noticed in the calendars of the house of representatives and the senate.

3 Compensation of Board Members. Amend RSA 119:14 to read as follows:

119:14 Compensation of Board Members. No member of the board[, excepting the secretary,] shall receive compensation for any services rendered[; but the necessary expenses actually incurred by each member in the performance of his duties shall be paid by the state. The board may fix the compensation of the secretary, to be paid in like manner]. Mileage shall be paid from the member’s home of residence to and from the veterans home or any other place designated under special conditions by the chairman.

4 Effective Date. This act shall take effect 60 days after its passage.

The Legislative Budget Assistant has determined that this legislation, as amended by the House (Amendment #2015-0636h), has a total fiscal impact of less than $10,000 in each of the fiscal years 2015 through 2019.
