HOUSE BILL 450
AN ACT relative to the regulatory authority of the board of barbering, cosmetology, and esthetics.

This bill clarifies that the board of barbering, cosmetology, and esthetics may regulate the professions under the board only when done for compensation.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Eleven
AN ACT relative to the regulatory authority of the board of barbering, cosmetology, and esthetics.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Barbering, Cosmetology, and Esthetics; Definition; Barber. Amend RSA 313-A:1, I to read as follows:
I. “Barber” means any person practicing barbering for compensation.
2 Barbering, Cosmetology, and Esthetics; Definition; Cosmetologist. Amend RSA 313-A:1, V to read as follows:
V. “Cosmetologist” means any person practicing cosmetology for compensation.
3 Barbering, Cosmetology, and Esthetics; Definition; Esthetician. Amend RSA 313-A:1, VII to read as follows:
VII. “Esthetician” means any person practicing esthetics for compensation.
4 Barbering, Cosmetology, and Esthetics; Definition; Manicurist or Pedicurist. Amend RSA 313-A:1, IX to read as follows:
IX. “Manicurist” or “pedicurist” means any person practicing manicuring or pedicuring for compensation.
5 Barbering, Cosmetology, and Esthetics; License Required; Compensation. Amend RSA 313-A:9, I to read as follows:
I. It shall be a class A misdemeanor for any natural person, and a felony for any other person, to engage in any practice regulated by this chapter for compensation without the appropriate license.
6 Effective Date. This act shall take effect 60 days after its passage.
