METHODOLOGY:

Under current law, RSA 188-E:8, bases the costs for transportation to regional high school Career and Technical Education (CTE) programs from sending districts using a rate set by the New Hampshire State Board of Education (SBE) at .10 cents per pupil per mile for a bus, and at .25 cents per pupil per mile for self-transportation when a bus is not available. This bill, effective in FY 2026, would base the cost on the actual cost of transporting students from sending districts to CTE at regional CTE centers, based on a formula set by the SBE. Ultimately, total state expenditures for this aid program are based on budgeted amounts, therefore this bill has no direct fiscal impact on state expenditures, however allocations between school districts may change as the formula changes. It should be noted that tuition and transportation funding is tied to a maintenance of effort (MOE) requirement of Federal Perkins funding, set at $9 million dollars, and state funds to cover transportation costs exceeding $9 million dollars would need to be maintained in subsequent budget years to meet the maintenance of effort requirement.
