STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Seventeen
AN ACT relative to limits on wagers in charitable games of chance.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Limit on Wagers. Amend RSA 287-D:16 to read as follows:
287-D:16 Wagers. No single wager by a player, on any game of chance, shall exceed the amount of [$4] $10. Provided, however, that in games of poker where the chips have monetary value, play may be conducted under "table stakes'' rules where the amount of blinds, antes, and any other type of forced bet shall not exceed [$4] $10 per player but the amount wagered by a player during the play of a hand shall not be limited except by the amount of chips the player has in his or her possession on the table. In any such "table stakes'' game, the amount of chips a player may purchase during the course of play in said game shall be no greater in value than $150.
2 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill increases the limit a single wage from $4 to $10. Pursuant to RSA 287-D, charitable organizations are required to make payments to the state equivalent to 3% of all money collected from players in a game where chips have no monetary value, such as a tournament game, and 10% of the rake, house winnings, or other moneys collected by the game operator in games where chips have a monetary value. The Lottery Commission assumes an increased maximum wager amount will increase the popularity of charitable games and the amount of money players will spend. The Commission estimates a net revenue increase of $828,786 based on FY 2016 actual as presented in the following table:
