STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT relative to funding for full-day kindergarten pupils.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Adequate Education; Definitions.  Amend RSA 198:38, I(a) to read as follows:

(a)  “Average daily membership in attendance” or “ADMA” means the average daily membership in attendance of pupils in kindergarten through grade 12, as defined in RSA 189:1-d, III of the school year in which the calculation is made[, provided that no kindergarten pupil shall count as more than 1/2 day attendance per calendar year].

2  Effective Date.  This act shall take effect July 1, 2016.

HB 1563-FN-LOCAL- FISCAL NOTE

 

AN ACT relative to funding for full-day kindergarten pupils.

 

 

FISCAL IMPACT:

The Department of Education states this bill, as introduced, will increase state education trust fund expenditures and local revenues by an indeterminable amount in FY 2017 and each year thereafter.  There will be no impact on state and county revenues or county and local expenditures.

 

METHODOLOGY:

The Department of Education states this bill increases funding from half-day to full-day for pupils attending full-day kindergarten programs.  The Department states based on FY 2017 preliminary data, which does not include any new full-time kindergarten programs that may have been established in September 2015, this bill would increase state education trust fund expenditures and local revenues for traditional public schools as follows (the Department of Education is unable to provide estimates for FY 2018 and each year thereafter):

To the extent a chartered public school provides full-day kindergarten programs, this bill would increase state education trust fund expenditures for charter school payments in FY 2017 and each year thereafter.
