A JOINT RESOLUTION honoring the life and memory of james Monroe "Jim" gulley, former member of the general assembly.

Whereas, James Monroe "Jim" Gulley was born on May 10, 1939, in Charlotte, North Carolina, to Creighton Alexander Gulley and Mary Naomi Reid Gulley; and

Whereas, Jim Gulley graduated from East Mecklenburg High School in 1957 and received an electrical engineering degree from the former Charlotte College in 1961; and

Whereas, Jim Gulley worked for a number of years in the private sector before establishing his own computer company; and

Whereas, Jim Gulley was active in his community, serving as a member of the Matthews Town Council, the Board of Directors of the Matthews Volunteer Fire Department, and the Matthews Parks and Recreation Association, an organization for which he helped to build sports fields and served as a coach for youth league football; and

Whereas, Jim Gulley also helped to establish the Queens Grant Charter School in Mint Hill; and

Whereas, Jim Gulley served with honor and distinction as a member of the North Carolina House of Representatives for seven terms between 1997 and 2010; and

Whereas, during his tenure in the General Assembly, Representative Gulley provided outstanding constituent service to the residents of his district and served as chair of the Committee on Wildlife Resources; chair of the State Government Subcommittee on State Parks Facilities and Property; regional chair of the Committee on Legislative Redistricting; vice‑chair of the Committees on Science and Technology and Education Subcommittee on Pre‑School, Elementary and Secondary Education; and as a member of several other committees, including Appropriations; Appropriations Subcommittee on Transportation; Energy and Energy Efficiency; Judiciary II; Public Utilities; and Rules and Operations of the House; and

Whereas, Representative Gulley enjoyed hunting and fishing and took great pleasure in instructing his children and grandchildren how to engage in both of these activities safely; and

Whereas, Representative Gulley was awarded the Order of the Long Leaf Pine in 2010 and was given a plaque recognizing his dedication to and knowledge of the State's wildlife from the North Carolina Wildlife Commission; and

Whereas, Representative Gulley was a member of the First Baptist Church in Matthews, North Carolina; and

Whereas, Representative Gulley died on May 20, 2014, at the age of 75; and

Whereas, Representative Gulley is survived by his wife of over 55 years, Suzanne Hargett Gulley; children, James M. Gulley, Jr., and Elissa Gulley Biggs; and four grandchildren, Jessica Gulley, Erik Gulley, Everett Biggs, and Emery Biggs; Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

SECTION 1.  The General Assembly honors the memory of James Monroe "Jim" Gulley and expresses the appreciation of the citizens of this State for his life and service to his community and State.

SECTION 2.  The General Assembly extends its deepest sympathy to the family of James Monroe "Jim" Gulley for the loss of a beloved family member.

SECTION 3.  The Secretary of State shall transmit a certified copy of this resolution to the family of James Monroe "Jim" Gulley.

SECTION 4.  This resolution is effective upon ratification.
