A BILL TO BE ENTITLED
AN ACT to appropriate funds for local school administrative units to place a literacy coach in every elementary school.
The General Assembly of North Carolina enacts:
SECTION 1. There is appropriated from the General Fund to the Department of Public Instruction the sum of ninety‑three million seven hundred twenty‑seven thousand eight hundred ninety‑five dollars ($93,727,895) in recurring funds for the 2016‑2017 fiscal year to provide funds to local school administrative units to place at least one literacy coach in every elementary school in the unit serving kindergarten through third grade. Literacy coaches shall develop strategic plans in collaboration with principals to assist classroom teachers serving students in kindergarten through third grade to improve the delivery of literacy instruction and to individualize student instruction. The plan may include requiring a literacy coach to model teaching practices, co‑teach with classroom teachers, assist with professional development, and provide feedback to teachers on classroom instruction.
SECTION 2. This act becomes effective July 1, 2016.
