A BILL TO BE ENTITLED
AN ACT to direct the department of environmental quality to study whether nutrient management strategies are effective or will be effective for overall water quality management, as recommended by the environmental review commission.
The General Assembly of North Carolina enacts:
SECTION 1. The Department of Environmental Quality shall study the effectiveness of nutrient management strategies, including the use of in situ mitigation, on the protection and improvement of overall water quality for impaired water bodies, as defined by the federal government. The Department shall also study whether nutrient management strategies will ever be effective for protecting or improving overall water quality for impaired water bodies. The Department shall report the results of the study, including any recommendations, to the Environmental Review Commission no later than December 1, 2016.
SECTION 2. This act is effective when it becomes law.
