A CONCURRENT RESOLUTION JOINING THE MISSISSIPPI FORESTRY ASSOCIATION IN RECOGNIZING HENRY "BUBBA" AND HORTENSE BASS OF MONTICELLO, MISSISSIPPI, AS THE MISSISSIPPI FORESTRY ASSOCIATION 2016 OUTSTANDING TREE FARMER OF THE YEAR.

     WHEREAS, the Mississippi Forestry Association (MFA) has named Henry "Bubba" and Hortense Bass of Monticello as the MFA 2016 Outstanding Tree Farmer of the Year.  MFA presented the award at its Annual President's Banquet, a highlight of the 2016 MFA Annual Meeting in Jackson.  The 350 banquet guests enjoyed a video presentation by Mississippi State University's Farmweek on the Bass Tree Farm.  The Basses will represent Mississippi in the 2017 National Outstanding Tree Farmer of the Year Competition sponsored by the American Tree Farm System; and

     WHEREAS, the Bass Tree Farm was purchased in 1975 and has been under a written Forest Management Plan for the past 25 years.  Mississippi State University Extension Service Forester Dr. Stephen Dicke wrote the original management plan, but since then they have worked with Forestry Consultant Mark Dale for management decisions.  Mr. Bass personally does all of the work on the tree farm, including controlled burning and herbicide application; and

     WHEREAS, the Basses love hosting groups on their property.  For years they have sponsored a Natural Resource Field Day for the Lawrence County School District.  This Field Day includes educational stations on pond management, forestry, soil science, papermaking and archery.  They also often invite youth and their parents to hunt on their property who might not have a place to hunt otherwise.  The Basses have also made special accommodations to provide handicapped youth the opportunity to hunt on their land; and

     WHEREAS, the Basses are active members of the Mississippi Forestry Association as well as the Lawrence, Lincoln and Jefferson Davis County Forestry Associations.  Attending seminars is important to them so they can stay informed on current best management practices.  They are also very involved in encouraging others to join these groups and become more active landowners; and

     WHEREAS, Henry "Bubba" Bass was born in Monticello, Mississippi, and his wife, Hortense, is originally from Friendswood, Texas.  The Basses have been married for 48 years and have four children, seven grandchildren and three great-grandchildren.  They are fifth-generation owners of the Bass family farm, which was originally purchased in 1847; and

     WHEREAS, Bubba and Hortense Bass display a real passion for the forest and go out of their way to involve the community by sharing their knowledge, time and resources to educate local youth and other forest landowners:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby join the Mississippi Forestry Association in recognizing Henry "Bubba" and Hortense Bass of Monticello, Mississippi, as the Mississippi Forestry Association 2016 Outstanding Tree Farmer of the Year, and extend our best wishes to the Bass family on this auspicious occasion.

     BE IT FURTHER RESOLVED, That this resolution be presented to the Bass family, forwarded to the Mississippi Forestry Association, and made available to the Capitol Press Corps.
