House Concurrent Resolution 95

A CONCURRENT RESOLUTION CONGRATULATING HINDS COMMUNITY COLLEGE UPON THE GRAND OCCASION OF ITS CENTENNIAL CELEBRATION.

     WHEREAS, in 2017, Hinds Community College will celebrate the most auspicious occasion of its Centennial Celebration, memorializing a century of academic excellence; and

     WHEREAS, in May 1916, the Town of Raymond issued $5,000 in bonds to purchase 45 acres of land and Hinds County contributed $75,000 to construct three buildings on the site that would become the campus of Hinds Agricultural High School; and

     WHEREAS, on September 9, 1917, Superintendent W.N. Taylor and 10 staff members greeted 117 students to the institution that would grow to become Mississippi's largest community college and the fourth largest institution of higher learning in the state; and

     WHEREAS, in the spring of 1922, the Mississippi Legislature passed legislation allowing agricultural high schools to extend their curricula to college level work and the institution added the college freshman year in September 1922 with 30 students, followed by sophomore level courses in 1926 and the first junior college graduates in May 1927; and 

     WHEREAS, in 1928, the Mississippi Legislature first provided state funds to supplement local tax levies to support 13 newly created junior college districts, thusly establishing the first statewide system of community colleges in the nation; and

     WHEREAS, the college prospered with strong community support, progressive leadership, quality educational programs and services, and a commitment to affordable and accessible higher education for all area residents; and 

     WHEREAS, in 1970, the college took its first steps to becoming a multi-campus institution with the opening of the Jackson Campus-Academic/Technical Center, followed by the Vicksburg-Warren Campus in 1972 and the Jackson Campus Nursing/Allied Health Center in 1982 – the same year Hinds Junior College and Utica Junior College merged to become the Hinds Junior College District; and

     WHEREAS, the college continued to prosper, becoming the first institution of higher learning in Rankin County with the establishment of the Rankin Campus in 1983; and

     WHEREAS, in 1987, the name of the institution was changed to Hinds Community College to more clearly reflect the comprehensive nature of its mission, which is to respond to relevant and diverse educational and workforce development needs in Hinds, Warren, Rankin, Claiborne and Copiah Counties; and

     WHEREAS, Hinds Community College presently has six locations serving more than 35,000 Mississippians in the five-county district with an annual budget of $117 million and a physical plant that encompasses 2,089 acres and 196 buildings; and

     WHEREAS, Hinds Community College has earned state, regional and national recognition as an exemplary institution dedicated to academic excellence, affordable access and accountability in the pursuit of its mission and the delivery of university transfer, career/technical, workforce and adult education programs, made possible, in part, by the commitment of the Mississippi Legislature to provide operating and capital funding support; and

     WHEREAS, Dr. Clyde Muse continues his remarkable 40-year tenure of this venerable 100-year-old institution whose employees demonstrate exemplary commitment while fulfilling the mission of the college:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That it is the intention of this body to publicly express its greatest appreciation and warm wishes to Hinds Community College in commemorating 100 Years of Community Inspired Service and we do hereby provide a resolution passed, duly signed and affixed with the official seal of the Mississippi Legislature acknowledging a special recognition for contributions of Hinds Community College to the State of Mississippi.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Dr. Clyde Muse on behalf of Hinds Community College and to the members of the Capitol Press Corps.
