AN ACT TO PRESCRIBE THE DESIGN OF THE LAW ENFORCEMENT FLAG OF THE STATE OF MISSISSIPPI; TO DESCRIBE THE SYMBOLISM OF THE COLORS AND FIGURES APPEARING ON THE FLAG; TO AUTHORIZE ANY LAW ENFORCEMENT AGENCY TO DISPLAY AND FLY THE LAW ENFORCEMENT FLAG AT THE HEADQUARTERS AND OTHER OFFICES OF THE AGENCY; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  The law enforcement flag of the State of Mississippi shall have the following design:

     The field is thirty-four (34) units high by sixty (60) units wide and of medium blue color.  In the center of the field is a gold-colored badge eighteen (18) units high and wide in the shape of a six-pointed star with small circles on the tips of the stars.  In the center of the star is a black circle three and one-half (3-1/2) units in diameter, and in the center of the circle is a gold-colored eagle two and one-half (2-1/2) units high and two (2) units wide surrounded by a red background within the circle.  The eagle is sitting erect with its head turned to the left and its wings pointing directly downward, and is holding a bundle of three (3) arrows in its talons.  Surrounding the center circle at the top is a downward curved ribbon with folded edges and at the bottom is an upward curved ribbon, both outlined in black.  Above the top ribbon is an eagle eight (8) units wide and one and one-half (1-1/2) units high with its wings spread and its head lowered and turned to the left, outlined in black.  Beginning at the edges below the wingtips of the top eagle is a wreath one (1) unit wide in a semicircle that surrounds the ribbons, outlined in black.  To the left and the right of the star, above and below the center, are four (4) doves twelve (12) units high and eleven (11) units wide, facing the center of the field, in full flight with their wings behind them and holding a green olive branch in their beaks.  The two (2) doves at the top and the dove at the lower right are of white color, and the dove at the lower left is of black color.

     (2)  The blue field represents peace, love and warmth, all traits of a law enforcement officer.  The gold color of the badge symbolizes the broad scope for a promising future, representing yesterday, today and tomorrow.  The badge is an emblem of dignity, truth, honor and justice, and represents strength and pride in the entire law enforcement community.  The eagle is a free-spirited animal that symbolizes freedom and courage.  The doves represent peace.  The three (3) white doves represent the levels of law enforcement - local, state and federal - and the black dove represents our fallen law enforcement officers who made the supreme sacrifice in an effort to keep all of us safe.

     (3)  Any law enforcement agency is authorized to display and fly the law enforcement flag of the State of Mississippi at the headquarters and other offices of the agency.

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2020.
