Summary

An Act To Direct The State Fiscal Officer To Transfer Certain Amounts To The Budget Contingency Fund From The State General Fund And Certain Special Funds During Fiscal Years 2012 And 2013; To Direct The State Fiscal Officer To Transfer A Certain Amount From The Budget Contingency Fund To The Law Enforcement Officers And Fire Fighters Death Benefits Fund During Fiscal Year 2013; To Create A Special Fund In The State Treasury To Be Known As The "resources And Ecosystems Sustainability, Tourist Opportunities And Revived Economy Of The Gulf Coast Fund"; To Provide That The Fund Shall Consist Of All Funds Received By The State Resulting From A Federally Declared Disaster Or A Spill Of National Significance That Affected Hancock, Harrison Or Jackson County; To Provide That Monies In The Fund Shall Be Expended Upon Legislative Appropriation Only For Projects In Hancock, Harrison Or Jackson County For Recovery From The Disaster Or Spill; To Amend Sections 27-103-125, 27-103-139 And 27-103-211, Mississippi Code Of 1972, To Revise The Percentage Limitation On Legislative Appropriations From The State General Fund For Fiscal Year 2013; To Amend Sections 27-7-309, 27-65-33 And 27-67-17, Mississippi Code Of 1972, Which Require The Early Payment Of Withholding, Sales And Use Tax Liability By Certain Taxpayers, To Delay Until 2013 The Implementation Of The Increase In The Amount Of The Average Monthly Liability That Triggers The Requirement For Early Payment; To Amend Section 43-13-407, Mississippi Code Of 1972, To Direct The State Treasurer To Deposit Into The Health Care Expendable Fund The Total Amount Of The Tobacco Settlement Installment Payment In Calendar Year 2013; To Transfer A Certain Sum From The Health Care Trust Fund To The Health Care Expendable Fund In Fiscal Year 2013; To Repeal Section 4 Of Chapter 126, Laws Of 2009, Second Extraordinary Session, Which Provides That The State Of Mississippi Will Repay The Mississippi Department Of Transportation A Certain Sum From Sales Tax Collections; And For Related Purposes.
