AN ACT

To amend chapter 578, RSMo, by adding thereto one new section relating to a funeral protest fee, with penalty provisions.




Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Chapter 578, RSMo, is amended by adding thereto one new section, to be known as section 578.504, to read as follows:

            578.504. 1. Any person or group of persons from outside the state of Missouri that wishes to protest a funeral shall pay, prior to the protest, a fee of twenty-five thousand dollars to the local law enforcement agency in the area where the protest will be held to reimburse that law enforcement agency for the costs to that agency of providing protection for the person or group of persons that is protesting.

            2. Violation of this section is a class A misdemeanor, unless committed by a person who has previously pled guilty to or been found guilty of a violation of this section, in which case the violation is a class D felony.
