AN ACT

To amend chapter 160, RSMo, by adding thereto one new section relating to early high school graduation.




Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Chapter 160, RSMo, is amended by adding thereto one new section, to be known as section 160.2450, to read as follows:

            160.2450. 1. By July 1, 2015, every school district that operates a high school shall develop a policy or review and revise its existing policy on early high school graduation and the granting of a high school diploma before the end of a student's senior year. A policy shall contain, at a minimum, the following elements:

            (1) A process for evaluating the record of a student that:

            (a) Includes a timeline for applying for early graduation and diploma-granting;

            (b) Clearly lists all graduation requirements;

            (c) Provides for at least a partial-day attendance and a full-day waiver of attendance as options; and

            (d) Provides at least two levels of appeal of a decision not to grant the application with the second level being a meeting of the school board, which may be open at the request of the parent or student;

            (2) Parental notice and consent, where applicable;

            (3) A statement of educational or vocational intent that lists any district requirements for work hours, college enrollment, military service, or other career or education plans that are a condition of early graduation; and

            (4) Notice of the possible effects of early graduation and diploma-granting on, at a minimum, participation in graduation exercises, class ranking, Social Security status, scholarship status, insurance, and extracurricular activities.

            2. A district policy that allows early graduation while withholding the actual granting of a diploma shall ensure that a student who is allowed to graduate early receives, within five business days after the decision is made, a transcript that clearly states that the student has met all requirements for high school graduation. A district policy for withholding the actual granting of the diploma until the end of the student's senior year shall state the district's rationale for the policy.
